Structural Approval for New Openings: Who Signs Off

A practical guide to who actually needs to sign off on a new wall, slab or beam opening before you cut, and how to get that approval without delays.

For a genuine load bearing wall, a shear wall, a beam or a slab, the sign off has to come from a qualified structural engineer, and in a registered society or builder-maintained complex, the resident welfare association or facility manager should also issue a no objection certificate before work starts. For a simple non-structural partition wall, most competent cutting contractors can identify it correctly and proceed without a fresh engineering study, but when in doubt the safe answer is always to get it checked rather than guess.

This question comes up constantly on our jobs in Gurugram, from independent floors in Sushant Lok to high rise towers off Golf Course Road. Owners want a chimney duct, a window, an AC pipe hole or a door widened, and the first thing to work out is whether the wall or slab in question is carrying load, and if it is, who is responsible for saying yes.

Skipping this step is the single most common cause of disputes after a cutting job, and occasionally of real structural damage. This article lays out exactly who should be involved, when, and how to keep the paperwork simple rather than turning a small opening into a bureaucratic ordeal.

Structural vs non-structural: the first question

Not every wall carries load. In most RCC framed buildings built after the 1990s, the columns and beams carry the structure, and internal partition walls are just infill brick or block work that can be opened with far less risk. External walls, shear walls near stairwells and lift cores, and any wall shown thicker than 230mm on the original drawing are the ones to treat with caution. If you do not have the original structural drawing, a visual and tap test by an experienced core cutting crew combined with a rebar scan using a covermeter can usually tell you within minutes whether you are dealing with a slab, a beam edge, or a simple wall.

Beams and slabs are a different matter entirely. Any hole through a beam, or any core larger than roughly 150mm through a slab near mid-span or near a column, should not be cut without a written opinion from a structural engineer. In practice, three separate people can be involved on a single job: the structural engineer who confirms the opening will not compromise the building, the society or builder who confirms it does not violate the building bye-laws or a maintenance agreement, and the cutting contractor who actually executes it to the size and location specified. Trying to skip the middle layer because it feels like paperwork is how good jobs turn into disputes later, especially at resale.

What a structural engineer actually checks

  • Whether the wall or element is load bearing, and how much load passes through the specific section being cut.
  • Whether the proposed opening size and location create an unsupported span that needs a lintel or steel angle.
  • Whether nearby reinforcement will be cut, and if so, whether it needs to be preserved, diverted or replaced with supplemental steel.
  • Whether temporary propping is required during the cut and for how long it should stay in place afterward.
  • Sign off in writing, usually a one or two page letter with a sketch, that the contractor and society can both reference.

A good engineer's note is short and specific: opening size, location dimensioned from a fixed reference point, whether propping is needed, and whether a lintel beam or steel channel is required over the opening. It does not need to be a fifty page report for a straightforward residential job. If your consultant hands you a template with no site-specific detail, ask them to revise it, since a generic note gives the society and the cutting crew nothing to actually follow.

Society NOC and builder maintenance approvals

Most gated communities in Sector 56, DLF Phase 4 and 5, and the newer sectors along Sohna Road require an interior work permit before any cutting, drilling or demolition starts, structural or not, mainly to control noise, dust and lift usage for material. This is separate from the engineering question. Even a small chimney duct hole in an otherwise non-structural kitchen wall can need a facility desk sign off purely on housekeeping grounds.

The engineer tells you it is safe to cut. The society tells you when and how you are allowed to cut it. Both matter, and neither one substitutes for the other.

For independent houses in areas like Manesar or Ramgarh outside formal society structures, this step is simpler since there is no RWA, but if the property is on a shared wall with a neighbour, a written heads up avoids awkward disputes later, particularly if any vibration or dust reaches the adjoining plot.

Documentation to keep for every structural opening

Buyers and their engineers do ask for this, and having it ready is a genuine point in your favour.

When contractors should refuse to proceed

A responsible operator will decline or pause a job when the wall in question looks structural but no engineering sign off exists, when there is visible cracking or spalling near the proposed cut, when the opening size requested is clearly beyond what a simple lintel could support, or when a society or landlord actively objects during the walk-through. If you are unsure whether your situation needs an engineer at all, it costs very little to ask. A short site visit and a phone consultation is usually enough for a competent structural engineer to give a preliminary opinion, and it is far cheaper than fixing a sagging lintel or a crack that appears six months later.

None of this should be skipped to save a few thousand rupees on a job that could otherwise cost lakhs to remediate if it goes wrong.

Getting it right the first time

The sequence that works well on almost every job is: identify whether the element is structural, get the engineer's note if it is, get the society NOC in parallel, then book the core cutting service with clear dimensions already agreed. Trying to reverse this order, cutting first and asking questions later, is where avoidable damage happens.
